I used to sell home improvements!
In most cases the pstn cable is just pinned to the underside of the soffit. You can remove all of the clips as long as you're careful not to let the weight of the cable pull it from it's connections. Then once you have the new roofline fitted you can clip it back in place. Most companies will do this for you though but some don't so always ask.
If your question was about if you have the right to do it then yes you do!

no the outside line belongs to bt if you remove it and a fault happens on your line you will have to pay for it and the other thing you must consider is the hazard of the hanging wire to the public to which you will be liable to pay compensation

do you mean can you remove it and not put it back? if so the answer is yes but think about weather you will ever need bt again. if you do you will be liable to an installation charge.
