i have provided the agent with my adfdress and phone no. but i received a mail from ecourier saying that my gift has been seized by the british inland council and that i should pay an amount of 500pounds to get the gift(for tax)
what is all this about
if i need to make a formal complaint about all this whom should i contact

It is a scam. They provide an incentive (a great prize), but then the prize is usually held in customs (or other problems arise), which makes it neccessary for you to pay a fee. This fee is always transferred to the scammer.
Then you never hear of them again. And of course you don't recieve anything...

Microsoft does not offer lotteries or lottery prizes. It is a scam. It is SPAM! Block their address. As to filing a formal complaint, I don't know how to do that and I seriously doubt that would have any affect on them.
