The speed of light is a constant (dosn't change). You running at 5 m/h doesn't change that.

However if your wondering what your speed versus the speed of light is:

Light speed is 28948207.1551 miles per hour
Your speed is 5 miles per hour

Your speed is .000000172722268194% of light speed

Einstein spent years working on this question. This is what the entire field of relativity is about.

Depends.

On the one hand the speed of light is constant. On the other hand, the speed of light will appear to be different if you are the one in the car traveling at the speed of light or if you are watching this from the outside.

I do not quite get it either.
