Verizon does not use SIM's, so to answer your question No.

T-Mobile is by FAR the best plan.. They are the cheapest (I only pay about 60-70 dollars a month), the phones are AWESOME and I have never lost or dropped a phone calll. Their internet service is great and relatively cheap and if you default on your payment for a few days they don't cut you off right away like Sprint does...TMOB is great I love it! They work with really well and do anything to keep you as a customer! I've extended my contract twice already and have never thought of going elsewhere!

Unless you have one of those Global Phones, what SIM?

If you do have a Global Phone, I don't think VZW will let you unlock that phone to use another carrier's SIM. That's why they offer you the Global Phone in the first place: to be able to roam and have others call you anywhere in the world using your US-based phone number.

You're probably better off either renting or buying a cheap phone in KSA and getting a prepaid card to go w/ it.
