Venus is correct about the time determining your ascendant/rising sign but it the degree of the ascendant/rising changes every 2 minutes and that is why the time of birth must be exact. The degree on your ascendant sets up your entire natal/birth chart.

The date of birth is what determines the Sun sign. The hour of birth determines the rising also known as the Ascendant sign.
