I live on the third floor of a condo with flex core. The first two floors have concrete ceilings, but since I'm on the third floor, my ceiling has drywall with an attic above. Over the years, the drywall has settled pretty badly, and there are cracks all over the ceiling of the condo. Am I responsible for the ceiling or is the condo association?

If you "own" the condo, you are responsible. If you are "renting", the association is responsible.

GET OUT YOUR CONTRACT!!!
Basically, the contract (if purchased) should read that from the paint out, the association is responsible. That means, from the wall inside that you can touch with your hand. That will include anything and everything up and above your head, and the association most certainly is responsible for the integrity of the roof over your head. The actual structure of the home is what we are talking about here, and the mere fact that you had nothing tdo with the roof/ceiling sagging (you weren't up on top of the building star-gazing) it is their responsibility to fix so you do not have an issue with damages to furniture, household contents, or the persons actually living there being injured.
Get a lawyer, have them read it, and press it if they refuse to work diligently with you for a timely solution.

You are most likely going to have to look at your lease or agreement. for the answer.

Most likely since it has to do with wear and tear and not anything you have done it is probably the condo association but like I said you need to refer back to your lease and or agreement.

SETTLED?? OR SOME SORT OF LEAK..

DRYWALL SHOULD NEVER SETTLE....

SOUNDS LIKE IF YOU OWN--YOU ARE RESPONIBLE...
IF RENT--OF COURSE THEN YOU AREN'T..
