Personally, as long as you are making a disaster management plan I would make it generic instead of earthquake-centric. That's not going to be the best plan if there's a nut job with a gun in your school, or a gas leak, or whatever.
There are basically two types of emergencies: Dangers that make it necessary to evacuate the school, and dangers that make it necessary to hide inside the school. You should have a plan for both. You should also have contingency plans INSIDE the plan. Everyone meet on the lawn presumes the lawn is safe. Where should we meet if the lawn ISN'T safe? That sort of thing.
It is also important to build a schedule of testing into the plan so the students become familiar enough with the plan to follow it in a real emergency when they are afraid.

HEY,you have got a wonderfull plan.Talk to your teachers and school head first.Get a group of people whom you think can help in this plan and who are willing to join.Get trained everyday in the evening afteer school hours or in the morning during the holidays.Maintain a note book and write downd the causes for this eathquake,how to reduce it and so on.
After you are trained averagely,start to educate other children on this topic.Even educate people near your livelihood,othe schools and even people who live in villages.Have a name for your group.Hope this will help you to form a group.

what I would do is cheat, I would go to the library, and begin research on what some others have done, that have been proven to be accepted, and simply apply they're work, to what your needs demand are, you will impress every one, one of the oldest things I can think of is the buddy plan, for start
