That the person speaking would like to be succinct, somewhat simplistic, and brief.

Now if the "whole book" is a sloppy novel, then the task is easy: Brad loves Tracey. Tracey hates Brad and is a drunk. Susie went to Europe - well you get the picture.

Now if the book is a Do It Yourself manual for car repair . the 10 sentences would be impossible.

But we must assume then that the book is not of these sorts. . .

Perhaps the person is TIRED of 'small talk' and other inconsequential nonsense, and really is say "If you are interested in my opinions, I can give them to you in clear concise language, omitting the verbiage."

The author prefers to get to the point and give a brief but accurate response, as opposed to stretching out a subject for the length of a book.

It says you are good in what they say In English; Good at Precis which is a formal summary.
But Im sure not in 10 sentences for a whole book? maybe 100?

In High School, I loved this part of English class and scored very well at it. We called it Precis (pronounced Praysee) It's French.

It helps you develop your vocabulary by using one word to express long phrases or sentences or even paragraphs.

It means that you want to get to your opinion/point without quoting other people and referencing the opinions/points of other people.

It means you want to express a thought/feeling without telling a story.

sounds like its saying your want to organize your thoughts well enough that you can say in one paragraph what someone would write a whole book to explain.
