You'll find some in Idlewood.
If you head straight from CJ's house and go past the Binco across the track, there will be some there too.
Ballas territory is shaded purple on the map.
The hospital idea is good if you go there with weapons.
If you end up in the hospital, they take your weapons, you probably have no armor, and you are dumped in the middle of Ballas territory unless you claim that turf already.

If you haven't claimed the territory yet, head up to where you are first dropped off in the game. Once you are there, look around either foot or car, until you see some of those crazy ballers. Get out, pull out a gun and blast them. Remember this though, some of the ballers carry guns, while some are hand to hand. Don't get too close to them, otherwise they could get the advantage over you, and then it is a visit to the hospital.

they also hang out around the hospital so the next time that you end up there, hang around long enough with a weapon out and they'll find you.
