It says on the filter,"Air Flow" with an arrow.
Should I put it in with the arrow going up or down?

The arrow goes toward the unit.

The arrow should point toward the main blower assembly. Not all filters have reinforcement on one side. The cheaper fiberglass types sometimes don't even have an arrow. 99% of the time it really doesn't matter much.

Filters aren't normally intended to improve air quality. They are mainly intended to prevent large debris from entering and upsetting the balance of the blower wheel (rarely happens).

No biggee if you run the furnace without the filter until you obtain a replacement filter. In fact, having a filter results in more furnace failures than not having a filter. A filter that is plugged with dirt can cause the furnace to overheat and damage it to such an extent that it may need to be replaced. If there was no filter at all in the furnace it might not get ruined by overheating............

It depends on the orientation of the furnace. Some are horizontal, whereas others are upflow or downflow. For any orientation, the arrow should point toward the center of the furnace, because that is the direction that the air will flow.

The reason for this is that there is reinforcement built into the filter. Take a look--you'll see it on one side. The blower sucks air through the filter when it is running, so that side of the filter needs reinforcement to keep it from collapsing.
