Lay on a bench or bed on your back. Place your shoulders at the edge and suspend your head off the rest of the way. Lift your head to your chin. Repeat on stomach and sides. You should also include shoulder exercises, like shrugs, lateral raises, and military presses. Most body builders don't do too many neck exercises because the other exercises naturally build op neck muscles.
