I notice that there are quite a few people above with only have half the story or a sense of fun, the whisky disTILLERy is where you should go to ponder the answer to this question.
Perhaps if you take a local ferry you will meet a TILLER of the soil, be he a gardener or a farmer. While you are on the ferry perhaps the captain will let you take a turn at the TILLER to steer the boat. If you are near an army proving ground I hope you will not be startled by arTILLERy fire.

most of these answers are using the word tiller meaning a rototiller. Which is an all together different word. The word rototiller means to dig up and turn soil. Tiller is a bar fitted to a boat's rudder to turn it in steering. The captain fixed the tiller so the boat would steer better.
