Router: Just buy one and follow the setup instructions. It's pretty simple.

Web hosting: Your customer agreement with your ISP may not permit this. But if it does, then all you need to do is set up a Web server on your computer (most computers these days come with one; if yours doesn't, then download Apache at http://httpd.apache.org ). Then instruct your router to forward the Web server port to your computer (this is normally port 80).

I note that others have said that you need a static IP address to host Web pages, but this is not true. Instead, go to http://www.dyndns.org or http://www.no-ip.com and set up dynamic DNS service. This way, you get most of the benefits of a static IP address without having to pay for one.

One last thing: some ISPs block port 80 (the normal port for Web servers). In this case, configure to your server to run on some other port (8080 is a good alternate). The URL will then have a colon and the port number after the hostname, something like http://myhost.whatever.org:8080/dir/page.html .

You realize that in order to host you own website from a computer behind a router, that you will need a static IP? You'll have to buy those from you ISP. You can't simply just use the one they give you with your service because it changes randomly. This means your site may be up from anywhere between a minute to a few days and then the IP will change and people will be directed to the wrong place.

Just by a dumb router like a Linksys. Those are basically plug and play. You will need static ip address provided by your ISP. These usually have a one time fee of $50 and monthly recurring charge of 14.99. Many ISP's say your public Ip address will not change but if your modem or router loses power it will more than likely get a different IP address. No one will be able to connect to your webpage then
