My wife picked up a tupperware type bin with a lid at Walmart (or somewhere like that). She cut many holes in the lid.

We would place the bath toys in the bin and then put on the lid which snapped into place firmly. Turning the unit upside down she would place it back in the tub to drain. A while later, she would take the bin out, and place it on the floor. Since the bottom had no holes, there was no threat of any excess dripping onto the floor and the toys had enough time to dry out. It was also an easy way to handle all the toys in one handful.

i like the idea some-one had of drilling holes in the buckets....
other than that...how about a hanging pot (for plants)...it has a drainage hole, you could suspend it from the ceiling at whatever height is convienent, comes in different sizes and colors....just an idea....
also i would limit the number of toys in the tub and swap them out every few days/or weekly to cut down on the clutter
