I'm going to be different and say Hu Jintao, the premier of China. This is because though China is perhaps not quite as powerful economically and militarily as the US, Jintao has a LOT more power the Bush does, he doesn't have to listen to the people he represents because China is not a democracy. So though Bush can weild more power, Jintao has to listen to less people, so he has more power over what happens.

God, He created George Bush and the people with the most money and the people with the most weapons and can destroy them in seconds, see New Orleans, Iraq, China's fault line, The Roman Empire, Hitler's Germany, Napolean's France,England's Monarcy, The Garden of Eden, Egyptian Empire....etc.
