i RETRACT, i should say very low volume static, not buzzing.

the hizzing staticy noise is constant in volume regardless of messing with the volume settings. no phones near this

try replugging/adjusting yr speaker wire connection

Go to the lower right part of your PC, near the clock. Look for a grey icon, looking like a speaker, you may have to click an area to the left to make it appear. When you put your cursor over it, it will have a little tool tip saying volume. Double click. Start with the option on the extreme left, usually the overall voulme control. Lower the position of the volume. You may have to adjust this on a few other options as well, such as line in. If you don't have any of the issues (ie, cell), but you have this "buzzing," try this!

Is anything else running or in use nearby. A cell phone will interfere with some speakers. Even a cordless phone or a microwave.

you're getting electro-magnetic interference. cell phone, telephone, etc.
