Where are you applying?.....if you are applying for jobs that are beyond your capabilities, you're probably not going to get them. Everyone has to start somewhere, so make sure you are applying for realistic jobs, and jobs that can work with your school schedule
Also, if an application asks for references, be sure to fill that part out......and try not to use family members.
Double check your spelling & grammar on your applications!
Here's some other good ideas, if you go somewhere to fill out an application, ask to speak to the manager.....introduce yourself to him/her and talk for a minute. Tell the manager that you look forward to hearing from them.
If you get an interview, remember to use a firm handshake, speak clearly and loud enough, always make eye contact, and be prepared.....do some research on the specific job you are applying for, or the company, and go into the interview prepared to ask a couple of questions about the company or job, to show your interest.
Good luck!

You must look professional no matter what. It is always better to over dress than under dress. If found it's best to act yourself, try not to let your nerves get to you. Try to go over some basic questions they may ask, such as: what are your hobbies, what are your strengths/weaknesses, why do you want to work here, why should we hire you? Always be appreciative at the end of the interview and thank the interviewer for their time. I hope this helps a little! I've also found that a good way to find and get a job is through personal contacts. Try to find someone who can refer you for a job :)

Your 17, therefore still in highschool and can only work certain hours which is not appealing in real jobs...
find a place that hires young kids and needs people on the weekends... like a restaurant as a host or a fast food place till your 18...

Keep doing what your doing but make sure you follow up on those applications. Continue to call them at least every other day and check up on your status. Don't stop until they finally give you a definite NO.
