Can you really marry an animal in international waters because it isnt illegal there??? i heard about this one gut got married to a shark he saw on a boat and he tagged it to se where it was.

If you're talking about a legal marriage, no...you cannot marry an animal in international waters. A marriage is not legally valid unless the jurisdiction in which you live recognizes it; and no jurisdiction in the United States or really anywhere else for that matter would recognize a marriage to an animal.

If you're just talking about wanting to call yourself married, and thats all you really expect, then knock yourself out. If you try to consummate said "marriage", however, that I believe is illegal in most states.
