Surely it is up to individual taste what some one might think is beautiful might appear ordinary to some one else.
If I had to make a choice it would have been Vivian Leigh or Greta Garbo old Hollywood stars from a different era but that is my own perception of beauty.
Greta Garbo had this androgynous look about her and an air of mystery, where as Vivian Leigh was very beautiful pleasing to the eye of most of the leading men she played opposite.
Also not forgetting Marilyn Monroe a lovely face and a womanly body not like the requirements for stick thin woman of today.

Hello, how CAN we decide when all of these actresses always have a ton of makeup on, their perfectly-styled-for-2-hours hair and most flattering clothes for their excessively worked on bodies (by either extensive working out or surgery) ?! We can only decide which actress wears the best makeup, hair and clothes, most frequently, and carries it with whichever way we personally prefer. I prefer when a woman carries herself with dignity and discretion, with a little seductive side, whereas others may prefer a vulgar way; an obscene pose with a lust-packed expression. It all depends. There may be a relatively global idea on what is, frankly, just NOT attractive, but when to define beauty... ah, that's when it gets difficult....
So, I would pick Kate Winslet, for she seems to not be as desperate, pathetic, mentally and physically-ill as many other young, "rising", erm, "stars" of today (such as Lindsay Lohan, Hilary Duff, Paris Hilton, etc...-- the whole stupid pool, as I shall call it) . Thank you. Period.

Erm who cares you cant decide anyway am sure you have not seen every women in the the world to decide such a stupid thing.
Why are women constantly given attention only if they are beautiful , 'average' women are ignored for there talent and intellect when sometimes they have more than those who are more beautiful then them according to society.
To answer your question I dont know and do not care who is the most beautiful however Vivien Leigh, Scarlett Ohara from Gone With the Wind is something else. She has a beauty that even I dont think can be compared.

I think tht any lady who has fulfilled every role of her life to the fulllest is the best actress for me.
Screen acting has no value , every 1/10 person is a screen actor/actress . I am not insultin them but....
One who has played very well every single part of the play given by god is a true actor/actress for me.
