Late Spring or Early Fall and even then I can come up with a few cautions. Avoid winter driving, it can be very unpredictable as we are hearing on the news now. In the Summer some areas can get dangerously hot, for people and vehicles. Even late spring can offer up some hazards such as late melts causing floods. If I keep this up you may want to give up the road trip idea (Ha! Ha!) Just use common sense and advice of locals while traveling. You will be fine.

During the Fall or Spring. If you go during the Spring, you're more likely to encounter Spring storms and possibly tornadoes in the Midwest. I've found that Fall is the best time for a cross country road trip.

Depends on where you are going? The fall is fabulous in New England, Spring in the south is wonderful with the Azaleas in bloom. Summer is wonderful at any body of water or in the Mountains, unless you are a skier then the winter is more enjoyable. This is America, any time of year can be wonderful.

Travel the Southern states in winter. Comfortable weather, fewer tourists, parks and campgrounds to yourself.

if you go the northern route, then summer is really hot, winter is really cold and snowy, if you head east you could catch the leaves changing colors in the fall. If you go the southern route, it will probably be too hot during the summer. I suggest spring or fall.
