Well I say it is a tie.
First: Al Davis- very hands on and seems to be getting in the way lately. Yeah he KNOWS football, or at least USED to. I think he has forgotten more then MOST of us will know. Remember he was one time Commissioner of the AFL before the merger. I think he has lost his touch though.
Second: Ford-owner of the Lions. Seems to go for money and have the team make money. Doesn't seem to really care about the team though. Won't adjust things for the team to have success.

Hands down Al Davis. He's the owner and acting GM and he's killing the Raiders with his lack of patience.
The team will never get better if there's a new head coach ever other year.

I think it's a tie between the Fords for supporting the worst GM of all-time, Matt Millen, and Dan Snyder, for not keeping his nose out of the running of the team. Man, can he sign bad, over-the-hill players, or what?

Everyone says Al Davis and Jerry Jones but they both have won 3 supers bowl.
What about the falcon and the cardinal.They have never won a superbowl.
