They probably get to know who needs a career boost and who needs money. I can't see any other reason for a 'celebrity' to go on public humiliation 'circus'.

they ask thousands of 'celebrities' and then pick the few that respond with a yes, apparently Faye Dunaway was one who said yes, but wasn't picked as was David Hasslehoff.

B list celebrities get their agents to call the show and get them on
and the show probably looks around for celebrities they think might be interesting and get ratings.
