You mean if you stick a ice cube in the microwave? They do. Microwave work by heating up water. It might be slower than you thought but they melt ice.

Well I just sacrificed an ice cube to my microwave, and it indeed melted about 50% after 60 seconds of microwaving. Microwave ovens work by exciting water molecules via harmonic resonance, which is what generates the heat. If you cant melt ice in your microwave, it is broken.

To melt ice we need latent heat of vaporization which implies considerable amount of Joules lost just to melt ice. So microwave ovens don't take the pain to melt ice.
