I'm currently a university student in the Philippines. I plan to take Accounting as my another major. Where will it be better, in USA or in Canada? I consider the admission system (how easy and complicated it was), requirements (how plenty it was), the cost of living and education, financial aids and scholarships offered, application fee, granting of visa, etc.

Both are good destinations. Canada may be a bit more affordable than the US, but with the right combination of scholarships, fellowships and other resources, you will do fine in either country. I would suggest visiting both countries and the universities of your choice before making a decision. for studying the accounting, you should go for Canada. American have different accounting system than USA. Canada is followed the English system and same as UK or AUstralia, New Zealand version, such as ACCA, and if you pass the ACCA exam, you can be accountant interenational wise.

accounting in USA is called CPA. certificated public accountant. it is a biut easier, but can't work outside of USA, maybe it is okay to work outside, but not that popular.

for cost of living, canada is much affordable, and you can work part time if you have student visa. you can't work in USA, if you are not citizenship.
