Since it is so late in the winter season, I would wait til early spring, around march or april, the reason for this, is when you plant trees and shrubs in the summer months it stresses th e plant and the root system suffers. When you do replant, add some time released fertilizer to the bottom of the hole and amend [add] some Nature's Helper with the fertilizer,water-in the hole and let it drain add your tree and water again, let it drain, then add your soil, and water again. Good Luck. P.S. follow directions on the timed released fertilizer.

Actually, I disagree with December and January. Camelias are spring flowering shrubs. I would wait until Mayish, after the plant has flowered and just as it's putting out new growth. This way the plant will be able to put out new roots quickly and establish itself better. Don't forget to keep the ground watered over the summer so that it will not suffer, and don't plant it against a south facing wall as it does not like sun on frozen buds in the winter.
Best of luck!

December and January is the best time to transplant any perennial so long as the ground isn't frozen.
