Here is a list unemployment rates since 1948 as prepared by the US Department of labor and statistics. The web address is as follows:

Clinton was in office from 1993 to Jan of 2001. Unemployment was as follows:
1993 6.9
1994 6.1
1995 5.6
1996 5.4
1997 4.9
1998 4.5
1999 4.2
2000 4.0
2001 4.7
When Bush took over and before 9/11, unemployment was 4.7. After 9/11 unemployment increased due to the dramatic impact this had on our economy. Plus all of the DOT COM failures hit around 2001. From 2001 to 2005 the unemployment rate was:
2002 5.8
2003 6.0
2004 5.5
2005 5.1
According to the BLS, the unemployment rate in December of 2006 was 4.5%. Giving us a very good employment outlook, which shows that the economy is strong. Regardless what the doom and gloom sayers in the media report.

According to the White House, Clinton hit a low of 4.2% during his time in office... this was the last WH press release of the Clinton Administration.
According to wikipedia, it was 4.0%. Of course, neither of these sources could be considered biased... right?

So was the debt as a % of GDP.
