What is the American electorate? Is it just the people qualified for voting or does it involve being elected and then having more say on who becomes the President? (Is it the same thing as the Electoral College?)

The electorate refers to the citizens who do vote at election time. That word does not refer to the electoral college.

it's all about certain territory which group of people geographically and politically belong with rights of voting and being candidate.
eg: if u belongs to California u can be governor candidate or voter of next election.
