Ok this is kind of graphic but curious and undereducated and virgin. What is that little thing underneath the penis?

You may have to be a little more explicit in what you're referring to... that "little thing" being...?

If you're referring to the small, tendon-like feature on the underside of the head (or glans penis) between the glans and the foreskin (or where the foreskin would be, if the man is circumcised), that's the FRENULUM (properly, the frenulum of prepuce of penis). It's job is to pull the foreskin back over the glans, kind of like nature's automatic door closer... sort of.

If by "little thing" you mean the somewhat larger sac further down in the crotch, that's the scrotum, where the male testes reside. Since spermatazoa develop and mature best at temperatures slightly below normal human body temperature, the testes have to be more exposed to keep them relatively cool, so they hang down there in the scrotum.

When you say "underneith" the penis, do you mean under the foreskin, or actually separate to the penis?

The foreskin is the piece of skin covering the end of the penis which can be peeled back (this may or may not have have been cut off)

it'd be helpful if you could give us a bit mor detail. As a bloke i can tell you that the only thing below the penis is the scrotum, a skin bag which contains the testes.

Are you referring to a little flap of skin between the penis and the scrotum? If so... yeah, a little flap of skin is all that it is.
