Like many people have already said if you use Web mail i.e. hotmail this can be picked up as normal. If you are using an email client such as Outlook you can dial in using your relatives ISP account (this will need configuring on your laptop) and relative email as normal. However you will probably not be able to send as many ISP block access to their SMPT servers (used to send mail) unless you are dialled directly to the ISP.

If you are using an web email client like yahoo then its just the same.
If you are using outlook and another provider then you need somethiong like netmymail where you can retrieve and respond to any email from any internet connected PC

Once their laptop's logged on to the 'net, just go to your isp e.g. www.aol.com for AOL, and you can log onto your mail in the same way as you do at home.

Bit hard to answer this question unless you state what email account you use.
If its Outlook, I think it is possible. but without looking. I don't know.
hotmail etc.. is easy. as long as they have the net. just go to the webpage.

Get webmail, and tell your (presumably) POP3 account to forward all your mail to your webmail address. If you have cox, you can probably go to cox.net and find it there. You will need the password, though.

JUST GO INTO YOUR PROVIDER (I.E. YAHOO OR HOTMAIL) AND ENTER UR USERNAME & PASSWORD & HEY PRESTO UR EMAIL ACCOUNT SHOULD COME UP
