No doubt our judicial system has advanced and has taken several leaps relatively from what is generally known to a common man.
What all is available on the net is the
Case Status
Cause list of the cases
Constitution of the Courts
Sitting Arrangements of the Courts
Profiles of the Hon'ble Judges
Important Judgments (full text)
Rules and regulations and etc.

But there isnt any provision for making an application in the public interest (PIL) on the net.

However if you have a legitimate cause which you feel is in the public interest, you can put forth the said cause in the form of a written submission and address it to the Hon'ble Chief Justice of the High Court through Post or courier.

On receipt of such written submissions from the general public, the Secretariat of the Hon'ble Chief Justice places them before the Hon'ble Judge and if the cause exposes sufficient public interest then the issue would be treated as a suo motto petition and replies would be sought from the required departments or authorities and the cause will meet its legitimate conclusion. In such cases the sender is not allowed to participate in the process of adjudication.

Its a very simple process but since there is no one to assist the Hon'ble Court, make sure you supply the necessary details and information regarding your grievance in the written submissions. And you can also supplement your written submissions with some research or analysis.

If you want to participate and vent your grievance before the Hon'ble Court in person without taking the assistance of a lawyer, then you can as well file the case in the required format and you will be allowed to appear and make oral submissions.

No. India judiciary is not so advanced. The suits filed in person through a lawyer are pending for years some time decades. Imagine what could be the fate suits filed online.

To file a Suit in the High court U will have to contact a Lawyer and he will physically file ur petition for the purpose.
