sometimes they are friends with the coaches/selectors.
e.g. England team:
Ashley Giles and their usual wicketkeeper. Giles is useless (can't bat, can't ball, can't field) and the wicketkeeper aint that great. Nixon their other wicketkeeper is a bit slow (old guy) but he's great to have around because he lifts the team spirit (humorous fella). Matthew Hayden of Australia. though he's usually not a good player (he's an opener batsman) he gives the captain good game strategies, is an excellent fielder and knows how to wear the bowler down when batting .

If the player is on a contract, you have no choice but to keep him or fire him thereby risking a law suit
if the player is not on contract - you have the choice of letting him go
if the team is just a regional league where no one gets a contract or paid, then you can ask him/her to leave, but that would just be silly as the point of the league is to get out there, be active and have fun.

Because you perform better with experience,and in India good players do not play in domestic cricket.Therefore there is no other chance,except to repeat the same old guys,they perform or not does not matter.

actually we shouldn't keep such players. but top class players like sehwag who isn't doing well at the moment remain in the team because the team management hopes players like him can perform better in one or another match in spite of them failing consistently
