It is not illegal to tip a nurse, however, for a nurse to accept monetary compensation is highly unethical & looked down upon in the nursing field.
You can however give her a gift certificate or perhaps bake her some cookies or whatnot to show your gradification. I don't believe that your nurse is expecting monetary compensation, she might just be genuinly nice & want to help out your mum (we need more of these in our field).
A nurse is trained to take care of the wholistic person, not just her physical needs, but psychological, spiritual etc. Thus her offering to help your mum with her hair or nails although not in her job description, might be her way of showing your mum that she cares about her. If she does do your mums hair/nails, this should be something she does on her own time, and not something she does during her home visits. It's hard to find a truly good caring nurse, congrats on finding one for your mum.

She should NOT be doing personal cosmetic procedures if she is a professional nurse. Usually aides come out and do things like bathing & hair washing.

Dying hair should be done only by the person herself or a licensed cosmetologist. What if she has an allergic reaction to the dye?

Is this "nurse and RN or LPN? She has a license to think about with parameters of what she's allowed to do or not. I'm not sure her agency would approve of that. Ask the agency first.

Plus, if she's "doing nails," what is she doing to them? If a person is diabetic, cutting the nails should only be done by a podiatrist due to risk of infection. It depends what your mother's medical history consists of.

These are not normal services for a visiting nurse. Therefore, if you are happy with her giving extra attention, you can reward her for the care.

I don't think tipping a VN is proper or allowed by the employment service.

I would not tip her, but a gift certificate to a nice restaurant would show your gratitude..
