Terrorism is a set of actions perpetrated by a person or a group of people These violent or otherwise harmful acts or threats of such acts include those acts which are intended to create fear or "terror", are perpetrated for a political goal (as opposed to a hate crime or "madman" attack), deliberately target "non-combatants", and are not conducted by a "legitimate" government. A terrorist can be of any nationality and religion.
Islam does not condone terrorism. The new radical Islamic terrorism idea is the result of modernist legalistic (mis) interpretors of the Q'uran.
Many moderate Muslims are standing up against those extremists who are hijacking Islam to further their agenda.

Abdulaziz bin ‘Abdallah Al-Ashaykh, chief mufti of Saudi Arabia:
“Firstly: the recent developments in the United States including hijacking planes, terrorizing innocent people and shedding blood, constitute a form of injustice that cannot be tolerated by Islam, which views them as gross crimes and sinful acts. Secondly: any Muslim who is aware of the teachings of his religion and who adheres to the directives of the Holy Qur'an and the sunnah (the teachings of the Prophet Muhammad) will never involve himself in such acts, because they will invoke the anger of God Almighty and lead to harm and corruption on earth.”
Traditional Islam is being re-written by new modernists who are twisting it to support their war.
Two of the very first verses of the Q'uran say: ‘Al-Fitnatu ashad-du minal qatl’ – meaning that in the sight of Allah, ‘persecution, or making people constantly fear for their lives, is much worse than killing’.
And also: ‘Lâ ikrâha fid-dîn’ – ‘There shall be no compulsion in religion’, that is to say, that no one has the right to force others into complying with their demands or compelling others to follow their line of thinking.
The new modernists deliberately ignore these.
