well how do u get petpets in the neopets

You can win petpets from the Wheel of Monotony, but don't hold your breath! I've won two Mazzews from that wheel, but since I got the avatar I don't spin it anymore (it takes too long!).
The easiest way to get petpets, though, is going to be to buy them. There are petpet shops in most of the lands of Neopia (see links below, I think I got them all), but not every petpet is going to be in stock at all times.
You will also find petpets in users shops, though you will have to search for specific petpets. JellyNeo has a wonderful item database that I use often. I've posted a link to their listings of petpets. It is very thorough! (I've also posted links for the Auctions, Shop Wiz, and Trading Post... the places on Neo where petpets are available for sale.)

you can go to the market place and there's a place/house like structure near the shop wizard check out the ones with the 3 as the hundreth number eg 3## (most of them are at the lower left of the shop wizard)

umm you can go to almost anyplace and you have to see the petpet shops in that part and go in and buy em

you can go to the trading post, shop wizard, or auctions. I suggest trading post because you pick how much you pay without a bidding war.
