If you eliminate numbers below 3 most people with miss the fact that the lowest number is rather high, because you can hit most numbers with three darts (using singles, doubles and triples) until you get up to 3 digit numbers.
So I would say the answer is 159.

Not sure which game you are referring too, but...
If you can hit the single numbers...then three darts in the ones area would get you three points.
If you are talking about the doubles ring along the outside edge...then three darts there will get you six. And of course for the triple ring around the middle of the board...three there will get you 9 points. Is this what you are asking?

solutions are 23, 103, 163. least puzzling way for 2 and 3 darts is to count huge sort returned from the optimal. e.g. 2 darts: one hundred twenty=60+60 conceivable 117=60+fifty seven conceivable etc for 114,111,108,one hundred and five,102 and so on a hundred and ten=50+60 107=50+fifty seven etc for 104,a hundred and one and so on one hundred=40+60 all numbers under 102,a hundred and one,one hundred are possible by using lowering triple scores (then switching to doubles/singles) right down to 2. So 103 is your answer. You get to 163 by using counting returned from a hundred and eighty and a hundred and seventy interior the comparable way. Y.

You can't hit 163, I think thats the lowest # you can't hit with three scoring darts.
