This guy is just too much. No one in our town likes him. He's very mentally unstable too and OCD. He has always complained about dogs barking in our neighborhood and I even got rid of one because of him! We live on over an acre and our houses are a decent amount apart. We live in a private association residental area but it is more rural than a regular subdivision. This past year, I got 2 Sheltie puppies after not having dogs for years becaue of him. They do bark as do ALL DOGS. We have a fenced in back yard for them but they spend most of the time indoors. They do bark at squirrels and deer. The longest they bark is a couple of minutes and I bring them in. He reported us to animal control and the officer said you can't let your dogs bark at all!?? What I don't understand is that you can run noisy construction equipment that is a thousand times more annoying than barking puppies all day long and if your dog barks for a minutes, it's not allowed? I told the officer I'd try to keep them quieter which I will but it is inevitable even if I"m walking them, that they may bark! This guy complains about everyone for very anal things and has threatned people. He even almost went to jail for threatning some poor lady with a gun for turning around in his driveway! No one and I mean, no one can stand him. I left him a note explaining that we should handle this in a "Christian" manner and that these dogs mean the world to me (which they do) and I couldn't live without them. He has no friends and is now in his 60's and has always lived with his parents. I sometimes suspect he could be into child porn 'cause he fits the profile or something creepy like that. What can I do that's legal to let this guy know that "Enough is enough!"? Can I write a letter about him in our local paper? Could I put signs in MY YARD saying "Chip is a loser" and "Get a life,Chip!" as long as it's not threatning. I've had enough and I can't just forget it!

Yes, exactly what are the laws about dogs barking? I think the officer is wrong! I think as long as it's day light it's okay. He used to shoot squirrels and rabbits which is against the law in our neighborhood but he is no longer allowed to own a gun (thank god!). Hey, could I make something up that he threatned me with a gun so the police harass him? I mean, how can I get him back! I cannot move. We have way too much invested in our home and it is impossible at this point in our lives. I doubt he'll move as well. He has lived next to us for 35 years. Should I tell our other neighbors who he has harassed so maybe they can come to my defense about the dogs barking?

I hate to say it-but, I think if you are going to have any peace of mind-you probably need to move or this guy will make you miserable for the rest of your life. You should be allowed to have any kind of animal that you want-does this guy go out and yell at the birds singing or the squirrels chattering, sounds like he has a screw loose. You can live near me-dogs barking does not bother me at all

Part of the problem is that you act scared so they are going to continue to scare you. You're a victim and they smell it on you like sharks smell blood in the water. They probably laugh about you behind your back about it. You should just give him a polite, but firm, "Excuse me" and even nudge him a little with your foot as you squeeze by him next time. What do think he's going to kill you for that? No, probably just stare to see if he can get a reaction. If he sees he cannot intimidate you he'll stop trying. If you continue to act like a scared little bunny then he'll continue to be a bully. If he gets physical or threatens you, call the cops. I'm willing to be that he's probably been arrested before and may already be on probation. Chances are he doesn't want the cops at his place harassing him. Document everything that happens that violates your HOA rules as well. Give that to the property manager, the board, and the owner of the condo on a regular basis. They'll eventually do something.

If the animal control officer told you that your dogs cannot bark at all, he was mistaken. There is no town or association that would pass a law forbidding dogs to ever bark. Check your town or association ordinances and get familiar with the laws of your community. Best of luck to you with your neighbor.

Get yourself a bunch of Guineas if you live in the country...Those noisy birds will drive anybody nuts...but they are livestock and no one can do a thing...get rid of them after about 6 months and he won't even notice the dogs anymore.

just think of one thing. what you love is not what you neighbour loves. it can be a trouble for him. also, dont justify dogs noise comparing it to other noises. you shouldnt do wrong just bc others do!
