Subtracting and adding one to that gives us two consecutive odd numbers.

Hence the numbers are 2n-1 and 2n+1.

Twice their product is

2 (2n-1) (2n+1) = 2 (4 n^2 -1) = 646.

(4 n^2 -1) = 323

4 n^2 = 324

n^2 = 81

n = plus or minus 9.

Taking n = 9

we get 2n-1=17
and 2n+1 = 19.
