In indian context there is wide disparity in context of property distribution,cheap and easy access to quality eduction and better means of dignified life. Explotation in different forms is the only factor causing one or another kind of resentment leading finally to more aggresive forms of extrmism / terrorism for region ,religion or other basic needs of human individuals.Another way development process with better educational facilities must be our priority to check rural exodus to cities. This exodus is creating centres of resentment in cities with wider adverse ramifications. How it can be checked?

The cities must expand or more cities must be created. Rural exodus is the result of individuals seeing that there are better economic opportunities in the urban areas than in the rural areas. Apparently, the economy is shifting away from an agricultural based one to more of an industrial and service economy. As a result, more individuals are moving to where the jobs are.
This is actually a common problem in growing economies. As the economy makes the transition to a different type of economy, say agricultural to service, there are problems with overcrowding. What needs to be done is incentives must be provided to expand the cities, or at least disadvantages must be eliminated. If there are rent controls, they need to be lifted in order to provide an incentive to increase housing and thus make it more affordable. Businesses must not be penalized but must be provided with opportunities to expand in order to provide more jobs for these individuals leaving the rural regions.
