after filling in a form,what do the words mean...restricted (when complete) underneath those words it says confidential

Before the form has been completed it does not matter who sees it or handles it.
When the form has been completed the contents become confidential and should only be viewed by those with permission to view the information contained.

it means that the information on the form will not be shared with just anyone, only the people it is intended for

To make sure it doesn't get passed around to people other than those that are supposed to see it.
