I like the first answer we are moving at 10076 MPH at equator, due to rotation of the earth.

But if you say tempo wise, it is New York, USA for sure, behind that all USA northeast coastal cities.

Again local transportation, Tokyo and Paris both have and are constantly out doing each other in train speed records, around 250 MPH., New York , Washington D.C and Boston are not too far behind, these three cities have train capable of doing the same but local traffic on the line is just too much, they run slow.

New Orleans is call Big Sleepy for the same reason, it is low key and slow.

Bombay may be fastest in India, and faster then many other city but it will be slower then even New Orleans.

Many have answered that the city should be closest to equator but lower in altitutde. I think this is not correct as the city should be higher in altitude to be the faster one.
THis is because v=r w
as w - Earth's rotation speed is constant so the one with greater r should be faster.
So the altitude should be greater than others.

It is Macapá in the Amazonas Delta/Brasil. it is 0.0112° north of the equator though very low.
Another hot candidate would be Nono in Equador. It is licated 0.00207° south of the equator up in the Andes. Bingo Bongo!

Singapore. The equator moves the fastest due to the Earth's rotation and Singapore is the closest city to the equator.
