Before you report them to the City....have you given the landlord an opprtunity to remedy/explain the situation? The City will ask that first before they get involved since landlord-tenant relations are really a private matter. Also, you may need a tenancy reference from the same person down the road so don't burn your bridges if you can fix it....

ALmost every city has a Landlord/Tenant Office. They are very helpful to both landlords and tenants.

Call your State government offices (at your Capitol) and ask for the Landlord/Tenant office. They have been very helpful to me and will help you with the laws and who to report to in case of any problems with the landlord.

UK: There is no central body that covers this.
You have to appraoch it in turns of criminality, sale of goods, civil court, small claims court etc.
It depends what the gripe is.
