telugu language is must in cbse 10th class in 2008 or he can choose any language.

When he joins cbse he can choose hindi also as his language and can write the exam in hyderabad (India)

Your question as I understand is that your son is studying in Dubai cbse in 9Th class. Next year he is going to Hyderabad.There you are looking for a CB SE School so that he can continue with his studies.You also wanted to ensure that Telugu is also taught there as a language or else what option language he has. I'm not sure if it's the same in Andhra Pradesh. I'm studying in 10th in an institution in kerala, under CBSE syllabus and here
I had the choice to opt for malayalam(my mother tongue) or hindi from ninth onwards. i only have to write the exam for the language i selected. ( i could have opted for sanskrit if i had taken it as my second language in 5th.)
I had to make my choice at the end of 8th so that the classes could be realigned accordingly in 9th. I hope this information was useful to you.

if he was already given option in any class then he can't .

otherwise he can chgose hindi, sanskrit , french or urdu
