I understand that as one reaches puberty, the skin in the pubic area gets affected by some secretions which have the effect of darkening the skin color. This perhaps explains why a normally white skin changes to a darker color in the area after puberty and thereafter.
It also appears that wearing tight underwear has the effect of accumulation of sweat in the groin, and this is made worse when pubic hair is shaved. This also possibly makes the color of the penis and surrounding area turn black.
There is nothing that can be done to reverse this. Trying out bleaching creams etc. is dangerous and should be avoided. The discoloration does not affect the performance of the organ.

The colour of the penis is usually darker than the other parts pf the body ( and not totally black,except of some races ).
