Pavement holds heat and so the snow generally melts from the combination of the dark pavement hold in heat and the friction from cars driving over it.
The snow likes to hang out though, and exact its revenge on the pavement which melts it. The snow, being patient and cunning like the bad guy in a Chinese martial arts movie, waits and waits and waits.
Then later that night, when the pavement's helper the sun goes to hang out somewhere else, that is when the melted snow strikes!
Through a totally hard to understand chain of events the snow metamorphoses into ICE! Thus becoming another lethal form.
The resultant ice waits in ambush for people who are foolish enough to think that the snow has melted, and it's cool to drive with the abandon of youth or someone who is late for work at 5:00 in the morning.
Then, snow enjoys the show as the cars and trucks skid out of control, smashing whatever is in their path, or themselves in the case of hitting a fixed object.
Thus the small, lowly snowflakes have their cruel revenge!

cuz the ground is still warm, the temp of the ground has to be at 32 deg (f) or below to be able to stick. Otherwise its just too warm and it melts.

snow melts really fast, in fact try makin a snowball and dropping some water on it, it will totally disappear
