In my opinion, this means you must look back as to how things were done in the past.. ....before you can look forward to the future...so you can learn from mistakes of others or yourself and also put some new ideas into your new plans...for your personal life or your business.

Consider a historical conflict as a battle of wills- the side which loses may actually be stronger militarilly, but may not have the will to fight (in which case they surrender)
Information management (also might be called "propaganda") would be the way to ENCOURAGE "your" side, and DISCOURAGE the "enemy". Not to mention getting the mass media on your side, so that even the so-called "neutral forces" cooperate with you.
