To obtain a visit visa for Dubai you need a sponor. A sponsor can be a company you will work for, a UAE National, a person with UAE residence or a hotel.
If you want to come on a visit, book your vacation with a travel agency and they will take care of the visa. If you book a hotel online, the hotel provides you with a visa. Also Emirates Airlines provides visa if you book a round trip ticket.
If you are invited by somebody living here who has a residence visa, this person has to apply for your visa here in UAE.
