So, there's unusually bad weather in California and Arnie has declared a "State of Emergency". Will that stop the weather from being naughty? Will it make the climate warm up? Will it help the inhabitants of the region remember to dress up warm and look out for ice and the cold generally? Will it mean that people rush aid to the region - like woolly hats and scarves?

I doubt it will make a big difference. Arnie hasn't had his name mentioned for some time, so he needs to let everyone know he's still around. We don't need bad weather to declare a state of emergency in this country - we just need to put a group of idiots in a house together!!!

Declaring a State of Emergency allows the release of State and Federal Funds to pay for the aftermath. Money can be expended without further approval from the Legislatures. The Legislatures have made these laws just so that money that they would not normally allow the Governor to spend, can be spent in clearing up an emergency.

At least you don't live where I do. I want to go shopping, but it is too windy. Here in Britain, the weather will stay like this for a week, but next week there is chance of snow.
