The Sapphire plate is obtained after you are about to grab the sapphire plate in the cave (you have to drop down in a specific order) and just as you're about to grab it, he'll snatch it from you and give you the second password. Head to island five at the rocket base and defeat all the rockets, the scientist will be the last one and he'll give you the sapphire plate. With the sapphire plate in hand you can return to island one, give it to Celio and you can now trade Pokemon between all the game versions.

the rocket base is in that one place with the gambling, i think one of the "c" cities...celadon? cerulean? i forget, and idk what the sapphire is
