Since both are metal bars, scientifically both has to get hot really soon. But they say the color white reflects sun rays for some extend than the color black (or other dark colors vise versa). So if this theory is applied then the white bar should be somewhat less warm than the black.

Black will be hotter. Using a infrared thermometer at the races one day we were checking the different temps of the cars. The darker the color the hot the surface.
