you put a spider with a fly swatter down there to get it.
it's probably something similar to a midge, putting some fly paper down there will help you identify it.otherwise just go to the local produce or hardware and get some multi purpose insecticide and mix it up yourself.if there locals they'll probably know what it is.

First, close off any openings to the basement. Make sure the windows are screened in or glass block with screened vents. Secure any gaps around doors with fiberglass insulation and caulk.

Next, hang fly tape in the corners and areas the little flies gather. You want to prevent them from laying eggs for the next generation. Change the tapes weekly. They're cheap at the feed store, or grocery or hardware store.

I would hesitate using chemicals or bug sprays inside your home. Almost all use toxic chemicals of some kind and you don't want that residue or fumes where you live or where children might play.

Also, look for what is attracting the flies. Do you store potatoes, squash, or any bags of vegetables or fruit in your basement? Are there damp spots in the ceiling or floor which need to be dried out and cared for? You may need to put drainage tile around your basement footings, or replace rotted wood.

There are fly tapes on the market that are effective. Also, stop by a feed store. They have granular products that you can put in a paper plate around the basement that is very effective. The newer ones are not harmful to pets (supposedly).

Sounds like a midge, I would put up fly tapes. That way you won't have the smelly odor of bug spray. The black bugs will be attracted to the tape and they will die.
